Using Data to Improve Performance Results

To provide a foundation for measuring and improving operational educational performance, each district or school shall:
(1) Collect and analyze information about key areas of school operations and educational performance and areas of needed improvement identified in its strategic plan, applicable, in its continuous improvement plan pursuant to rule 3301-56-01 of the Administrative Code.
Xenos Christian Schools (XCS) will collect data in the following areas:
- Progress against the long term strategic plan and annual tactical plans
- Annual teacher evaluations and professional development plans
- Annual staff evaluations
- Regularly scheduled curriculum evaluation and improvement
Student Progress
Overall student performance, while maintaining student privacy, will be communicated to the appropriate stakeholders
The administrative staff will use the data collected to assess the effectiveness of existing programs and to identify and implement new initiatives.
Each May the board receives an update regarding overall teacher performance evaluations and district level standardized test scores
The school board will assess the districts progress of the goals identified in the tactical plan at the July board meeting. Current year tactical plan
Annual goals and objectives will be set based on an assessment of the data collected. See tactical plan.
Where appropriate XCS will compare data with other private and public school districts.
(2) Ensure the information collected is accessible, valid and reliable.
The student standardized test information is collected through a national testing service to insure it's reliability.
A team approach is used for teacher evaluations and to assess the professional development needs of the staff. Local Professional Development Committee
Overall results and progress towards the goals identified in the strategic plan are included in the annual report.
(3) Monitor, evaluate, improve and update the information to meet changing educational needs.
Our schools operate on a fiscal year (July-June). The following is the planning and evaluation cycle followed by XCS:
Tuition and Student Fees: The XCS administrative staff compares tuition rates and fees with local private schools and submits a recommendation to the XCS School Board for final approval at the November meeting. See Financial Policies
Salary Structure: The XCS administrative staff compares teacher salaries with local public and private schools. A proposed salary structure is submitted to the XCS Board for final approval at the April meeting. We seek to remain competitive while maintaining tuition at an affordable level. See pay rate policy
Student Advancement
Student performance is assessed daily using a variety of methods including; classroom assignments, homework, tests and academic content standard rubrics. (Ongoing)
Annual standardized tests are given to assess student achievement compared to national and private norms. In second, fourth, sixth and eighth grade the school administers the OLSAT to evaluate a students achievement relative to their ability. (May)

Each year the XCS administrative staff along with the lead teachers evaluate the effectiveness of the policies and communication plan as outlined in the Code of Conduct. Changes are approved as needed by the XCS Board. (May/June)
The XCS teaching and administrative staff identifies new opportunities to develop student leadership skills. In addition, existing programs are evaluated to determine if they accomplish the desired objective(s). (July)
Enrollment: The XCS board and Xenos Christian Fellowship communications department in conjunction with the administrative staff develop a plan to inform Xenos Christian Fellowship and neighborhood families of the benefits of attending XCS. (October-November)
Staff Development: All licensed staff receive a formal evaluation in March/April. Overall, teacher ratings are communicated to the XCS Board in May. Teachers incorporate the information from periodic classroom observations and their formal evaluation in their Individual Professional Development Plan.

For key operational and educational areas, districts and schools should determine their baseline performance levels, evaluate and compare their performance levels with similar schools and districts, benchmarks and generally accepted best practices.
- The average student at Xenos and Calumet school will score above the 70th percentile on the Stanford Achievement Test.
- Low income students will average above the 55th percentile in both reading and math on the Metropolitan Achievement Test.
- 60% of the low income students will score above the national average.

The district or school shall use the comparative information and data to promote and set higher goals for future achievement. The analysis of performance data; including disaggregate data, may be used to:
XCS administer standardized tests in grades K-8 each year. Calumet and Xenos Christian School administer the Stanford Achievement Test. Harambee Christian School administers the Metropolitan Achievement Test. All three schools administer the OL-SAT in second, fourth, sixth and eighth grade.
The administrative staff reviews the results of the standardized tests at the building, classroom and individual student level. The key performance indicators include, but are not limited to the following:
- The average student at Calumet and Xenos Christian school will score above the 70th percentile for the complete battery of tests
- Low income students will average above the 55th percentile in both reading and math on the Metropolitan Achievement Test.
- 60% of the low income students will score above the national average.
- Students will progress at least the equivalent of 1.3 grade level from the prior year
(1) Determine progress, identify areas for improvement, and develop corrective action under rule 3301-56-01 of the Administrative Code;
(2) Measure year-to-year improvement of various student populations; and
(3) Communicate student performance results to staff, parents and other stakeholders.
The state's Education Management System (EMIS) under section 3301.0714 of the Revised Code and rule 3301-14-01 of the Administrative Code provides an integrated system of statewide collecting, reporting and compiling of district and school information in a manner that complies with federal laws protecting student privacy.
(1) The performance measures a district uses shall reflect the major categories of data collected under EMIS relating to students, staff and financial status.
(2) The school district shall work with the Department of education to submit timely and accurate data under EMIS, and the district shall minimize the time it takes to verify the accuracy of its data.
Not Applicable to XCS
To ensure continuous improvement of its information system, the district or school shall regularly evaluate the system to ensure the information it collects is:
(1) Appropriate and collected in a manner that complies with state and federal laws protecting student privacy.
(2) Shared with parents, staff, students, and other stakeholders; and
XCS collects data to use to evaluate progress towards meeting the objectives identified in the tactical and strategic plans.
Each school maintains a copy of the last five (5) years tactical plans for stakeholder review. The current school year tactical plan is available online.
XCS retains legal counsel to ensure that data is collected in compliance with student privacy.
(3) Used to improve the district's performance.
XCS believes it is important to establish S.M.A.R.T. (Specific, Measurable, Attainable, Relevant, Time specific), goals in order to accurately measure the district's progress.
The superintendent reviews the district's performance with the school board at the May meeting, with parents in the annual report and fall open house, and as part of the planning cycle with the Xenos Christian Fellowship Board.
Based on these reviews, the administration in conjunction with the school board, determine new initiatives and necessary improvements for the coming year.
The district or school shall evaluate organizational effectiveness by analyzing key measures of its systems, operations and support services and use the data to drive improvement.
XCS utilizes the following information to evaluate the effectiveness of the organization:
- XCS board member involvement
- Annual evaluations of the Building Principals and Superintendent
- Annual budget
- Teacher retention
- Student attendance
- Student achievement
- Accessibility to information technology in the classroom
- Administrative costs per full-time equivalent student
