Strategic Planning & Continuous Improvement

The proper organization, administration and supervision of a school district or school require effective strategic planning. A strategic plan guides the district or school and key stakeholders in the ongoing measurement of district or school performance to assure adequate progress is being made toward strategic goals and objectives. Strategic planning identifies short- and long-range goals and the strategies necessary to achieve them.
Strategic planning is the responsibility of the board of education, the superintendent and other key stakeholders.
(1) Effective strategic planning is:
(a) Based on the needs of current and future students and other stakeholders of the district.
(b) Used to develop strategic goals and objectives for the district or school that are well defined and have a specific timetable for being met.
Xenos Christian Schools are governed by a Board of Education. Each school is led by a building principal. Calumet Christian School serves as the administrative headquarters for the three schools.
The School Board and the Superintendent are responsible for determining the needs and strategic direction of the district. Progress against the strategic and tactical plan are monitored at regularly scheduled board meetings.
The building principals and school board collect input from the stakeholders which is used to guide the development of the tactical and strategic plan.
Progress against the tactical plan is monitored throughout the year with a final assessment completed at the close of the fiscal year (June).
An annual report is available at each location and on the Xenos Christian Schools web site.
(2) Schools and districts shall develop short and long-term strategies that align with their goals and objectives. If district or school policy requires work plans to be developed for any units or individuals within the district or school, all such work plans shall align with district and school goals.
Strategic Objectives
- Maintain enrollment levels at all three buildings
- Maintain a level of 75th percentile or better in annual standardized tests
- Continue to improve the academic curriculum of the school through ongoing review
- Increase average years experience of certified staff through ongoing professional development initiatives and salary and benefit advancements
- Continue to develop programs and materials to enhance the spiritual well-being of both staff and students
(3) Schools and districts shall identify and use key internal performance targets, performance of similar schools and districts, benchmarks, and other specific measures to track performance on work plans and strategic goals and objectives.
Xenos Christian Schools uses internal benchmark testing, national standardized tests, and local private and public school district data to assess their progress against the tactical and strategic plan.
District performance against the plan and comparisons to similar districts are included in the annual report.
(4) Strategic goals and objectives, short and long-term strategies, and performance targets, benchmarks and other measures shall be communicated to all stakeholders.
The district's performance is communicated to the stakeholders through the following venues:
- Annual Staff orientation meeting (August)
- Annual Open House (September/October)
- Annual Report
- Xenos Christian School Board Meetings
- Quarterly articles in the Xenos News
- Xenos Christian Fellowships Annual Planning Cycle
The following is not applicable to Xenos Christian Schools and is included for reference purposes only.
Districts designated as continuous improvement, academic watch or academic emergency by the state's performance accountability system pursuant to section 3302.03 of the Revised Code shall develop strategic plans that meet the requirements of paragraph (A) of the rule and include a three-year continuous improvement plan pursuant to section 3302.04 of the Revised Code.
(1) Districts designated as academic watch or academic emergency shall:
(a) Adopt and implement a continuous improvement plan as specified in rule 3301-56-01 of the Administrative Code;
(b) Be subject to intervention procedures specified in rule 3301-56-01 of the Administrative Code.
(2) Districts designated as continuous improvement, academic watch or academic emergency shall achieve certain minimum performance improvement goals as specified in rule 3301-50-01 of the Administrative Code.
(3) The Ohio Department of Education shall evaluate academic watch or academic emergency districts on their progress toward achieving the minimum performance improvement goals pursuant to rules 3301-50-01 and 3301-56-01 of the Administrative Code.
(4) The Department of Education shall provide technical support and assistance to academic watch and academic emergency districts in the development and implementation of their continuous improvement plans.
